NY State ISOA is sponsoring their annual referee clinic at Colgate University on April 28, 2012. The clinic will begin at 9:00 am and finish at 4:00 pm. The clinic will consist of classroom instruction and on-field observations. Lunch, beverages and a clinic t-shirt will be provided. The clinic cost is $75 and must be paid in advance. Make checks out to “MVISOA” and send them to Kevin Waters, 114 Arcadia Ave, Frankfort, NY 13340.
The NISOA Executive Council held a scheduled meeting in Kansas City, Missouri from January 12, 2012 through January 14, 2012. The following issues were discussed/approved:
- Lime green was approved as another alternate shirt color.
- Major changes to the NISOA National Referee program were approved including:
- Eliminating the current two year cycle for recertification and new applicants. Recertification and new applicants will be processed annually.
- Modifications to the annual assessment requirements for National Referees.
- Single day recertification/certification clinics will be located throughout the country, hosted by select local chapters.
- National Referees and National Referee Applicants will take the fitness test with their local chapter and not at the recertification clinic.
- Elimination of the National Referee Candidate category. Upon approved application, successful attendance at the clinic and attaining the minimum acceptable average score on the fitness test, the applicant will become a National Referee.
- A revised application form was posted with lower application fees.
- Renewal dues will not increase for the 2013 season.
Complete and detailed information regarding the National Referee Program changes will be posted on the NISOA web site in the upcoming weeks.
The next NISOA National Referee Program biennial cycle will start in 2012. NISOA members who meet the National Referee Program criteria and wish to become a National Referee Applicant should schedule the required assessments for the upcoming season as soon as possible. Prospective applicants should have all the required assessments and paperwork ready for when the application cycle begins in early 2012.

As previously announced, the 2011 NISOA NCAA rules refresher test has moved to ArbiterSports.com and is now available. The test must be taken online and submitted by August 19, 2011. The NCAA is requiring officials who wish to be considered for Division I post-season assignments to take the test and achieve 36 correct answers on the 40 question exam. NISOA members must complete the refresher test (no pass/fail) as a condition of maintaining their “member in good standing” status.
Until we find out whether the chapter can access the ArbiterSports.com database to verify whether chapter members have completed the refresher test, the Executive Board requires that each member shall retain the email or on-screen confirmation provided upon completion of the online test.
Update August 7, 2011 – For NY Metro ISOA Members Only!! Please forward the email confirmation you receive from ArbiterSports.com when you submit the refresher test to [email protected]. Make sure you forward the confirmation email from the email address you have on record with our chapter.
As noted previously, officials who want to be considered for NCAA Division 1 post-season assignments must register at the NCAA’s Soccer Central Hub on ArbiterSports.com. Registration is now open. Even if you registered last season, the NCAA requires that you must register again to be considered for the 2011 season. The cost of registration is covered by NISOA as part of your membership benefits.
Registering does not guarantee you a post-season assignment but if you don’t register, you won’t be considered for Division 1 post-season assignments.
