The NISOA Executive Board is working on publishing a single rules test on the Testing tab of the NISOA Central Hub which will be dually used to qualify NISOA National Referees and for members to meet their good standing requirements. I’ve been working very closely with the Instructional and National Referee staff to get the test ready for members on the NISOA Central Hub. The NISOA Executive Board is meeting this week to finalize and approve this initiative.
90% with two attempts will be the criteria for the NISOA National Referee program. We intend to share individual testing results with the NCAA for their use in determining post season eligibility. I expect the test will be published this week with a deadline of August 2, 2015.
Chapter members will be required to take the test pass/fail. You will receive email instructions separately.
Updated July 14, 2015 – The test has been published at the link above. All NY Metro ISOA members are directed to take the test and retain the confirmation email from ArbiterSports.

If you are interested in the NISOA National Referee Program, now is a good time to start preparing to apply for the 2016 season. The National Referee tab on nisoa.com has all the information you need to make the decision whether the National Referee program is for you. I strongly recommend working with Klaus Mueller to get the necessary assessments (2 as referee, one as assistant referee) done during the upcoming 2015 season to get you on your way.
Our chapter currently has several National Referees on our roster who can also provide insight to the program. Our National Referees are Nabil Al-Saidi, Saam Jalayer, Ayo Obesisan, Mike Godi, and Steve Danisi.

The NY Metro ISOA is pleased to welcome NISOA National Assessor, Kambiz Riazi back to our chapter.
Kambiz has made himself available for local NISOA National Referees and National Referee Candidates to assist with their assessment renewal requirements. Welcome back, Kambiz.
Once again, the NISOA Refresher Test will be administered on the Testing Tab at the NCAA Soccer Hub on ArbiterSports.com. The 50 question test is now available and must be taken online. The NCAA requires officials who wish to be considered for all post-season assignments to take the test and correctly answer 90 percent of the questions. NCAA allows the test to be taken twice before the imposed August 19, 2013 deadline.
NY Metro ISOA members (including new members) must complete the refresher test (no pass/fail) as a condition of maintaining their “member in good standing” status. All active and probationary members must submit proof of completing the test by August 25, 2013 by forwarding the email confirmation you receive from ArbiterSports.com after you submit the refresher test to [email protected]. Make sure you forward the confirmation email from the email address you have on record with our chapter.
If you are having problems accessing the test after June 1, 2013, please make sure to fill out your annual registration form on the Registration tab of the NCAA Soccer Hub. You must register every year with ArbiterSports. The registration cost ($100 for non-NISOA members) is paid by NISOA as part of your NISOA dues. Note: Please be aware that for 2013, there is not a separate test for NISOA National Referees, National Assessors and National Referee Applicants.
The next NISOA National Referee Program biennial cycle will start in 2012. NISOA members who meet the National Referee Program criteria and wish to become a National Referee Applicant should schedule the required assessments for the upcoming season as soon as possible. Prospective applicants should have all the required assessments and paperwork ready for when the application cycle begins in early 2012.

Effective in 2010, all applicants must meet the requirements established for certification or recertification for the NISOA National Referee Program in each of the following criteria:
- The NISOA Physical Fitness Test, with an overall grade of 3.5.
- The NCAA/NISOA Soccer Rules Written Test.
- NISOA Game Assessments by a certified National Assessor for years 2010/11.
You must attend one of the clinics referenced below, and successfully complete all of the requirements for a National Referee or Candidate:
- Azusa Pacific University, Azusa, CA – June 4-6.
- University of Oklahoma, Norman, OK – June 11-13.
- Emory University, Atlanta, GA – June 18-20.
- Elizabethtown College, Elizabethtown, PA – July 9-11.
National Referees and National Referee Candidates must submit their completed 2008-2009 NISOA NRP Record Book to their Regional Area Coordinator for review and forwarding to Grier Cooper, National Referee Program Administrator. Applicants should complete the process as soon as possible as space is limited at the clinic locations. Only the first 125 respondents will be assured a place in the clinic location of their choice, and there will be a $30.00 late fee for applications postmarked after April 2, 2010.
The 2010 NISOA National Referee Program Clinic has been scheduled for July 9-11, 2010 at Elizabethtown College in Elizabethtown, Pennsylvania. Other clinic dates are June 4-6, 2010 at Azusa Pacific University in Azusa, California and June 18-20, 2010 at the University of Oklahoma in Norman, Oklahoma.
Interested NISOA soccer officials should begin by downloading the appropriate documents, completing as directed, and forwarding them to their correct Regional Area Coordinator (Mark Butler is our Region II coordinator) by March 1, 2010.
