Longtime soccer referee and coach Donald Wilbur will serve as the NCAA’s first national assignor of soccer officials in all divisions. Wilbur will be charged with evaluating officials throughout the season and coordinating their assignment to men’s and women’s soccer championship games. In the past, individual sport committees handled the selection of officials.

Starting in 2010, NISOA has made a change to the third event of the NISOA fitness test. The revised event is now called the “AR 50 Meter” test. The revised event includes several changes in direction whereas the old “Brazilian AR 50 Meter” test did not include any changes in direction. The new event and the revised scoring criteria are available in our web site’s library section.

ONEONTA, N.Y. (February 10, 2010) – The National Soccer Hall of Fame and Museum announced its plan to change its current operating model to address its financial challenges while enhancing its ability to promote the history of soccer to the growing community of fans across the nation.
As part of the operating change, the Hall of Fame will close its Oneonta, N.Y., facility and relocate the collections and archives. Preliminary plans include distributing permanent displays for exhibition in several locations nationwide, while elements of the Hall’s archives not on display will be preserved in storage facilities provided by one of the Hall’s longtime corporate sponsors, Eurosport, located in Hillsborough, N.C.
The National Soccer Hall of Fame is unique among other similar institutions in that it hosted a section dedicated exclusively to referees, specifically NISOA intercollegiate soccer referees.

Dr. Brian Crossman, chairman of the NSCAA Ethics Committee prepared the following summary of intercollegiate soccer ejections during the 2009 season.
- 1425 ejection reports were processed in 2009. This is an increase of 14 percent from 2008.
- Male players received 74% of all red cards. Female players received 17% of all red cards. Male coaches received 9% of all red cards with female coaches receiving less than 1% of all red cards.
- Male players had a 8 percent increase in red cards reported from 200 to 2009 while female players had no change in the number of red cards during that same time period. Male coaches had a 36 percent increase in red cards reported from 200 to 2009 and female coaches increased 56 percent.
- The number of ejections for fighting decreased 26% from 2008 to 2009. There were 59 fighting ejections in 2009 compared to 80 in 2008. The previous two years were the highest number of fighting ejections recorded since the Ethics Committee began tracking this information.
- There was a 10 percent decrease for ejections related to foul or abusive language from 200 to 2009. Because of the increase in the total number of ejections, the percent of ejections related to foul or abusive language in relation to the total number of ejections was 15% in 2009 compared to 19% in 2008.
Of special note, 68 institutions received merit awards for sportsmanship and ethical conduct in 2009. The following criteria are used for the ethics awards:
- The gold award is given to a team which did not receive a single yellow card or red card during the season and post season.
- The silver award is given to a team which received 1-5 yellow cards and no red cards during the season and post season.
- The bronze award is given to a team which received 6-10 yellow cards and no red cards during the season and post season.
This was a three percent increase from 2008 and the third straight year of an increase in the number of teams receiving the award. Nine teams received the gold award, 44 received the silver award and 15 teams received the bronze award. 65 of the teams honored were female and three were male.

Effective in 2010, all applicants must meet the requirements established for certification or recertification for the NISOA National Referee Program in each of the following criteria:
- The NISOA Physical Fitness Test, with an overall grade of 3.5.
- The NCAA/NISOA Soccer Rules Written Test.
- NISOA Game Assessments by a certified National Assessor for years 2010/11.
You must attend one of the clinics referenced below, and successfully complete all of the requirements for a National Referee or Candidate:
- Azusa Pacific University, Azusa, CA – June 4-6.
- University of Oklahoma, Norman, OK – June 11-13.
- Emory University, Atlanta, GA – June 18-20.
- Elizabethtown College, Elizabethtown, PA – July 9-11.
National Referees and National Referee Candidates must submit their completed 2008-2009 NISOA NRP Record Book to their Regional Area Coordinator for review and forwarding to Grier Cooper, National Referee Program Administrator. Applicants should complete the process as soon as possible as space is limited at the clinic locations. Only the first 125 respondents will be assured a place in the clinic location of their choice, and there will be a $30.00 late fee for applications postmarked after April 2, 2010.
