Rule 14.2 has been modified in 2010 to clarify that the player taking the penalty kick is permitted to use a stutter step or a hesitation move provided there is no stopping and there is continuous movement toward the ball. Should the kicker stop during his / her movement to the ball during the penalty kick, the kicker has violated 14.2. This does NOT automatically require a caution; even though Rule 14.3.3 states that the player SHALL be cautioned.

Kenneth G. Andres has been named the NCAA Men’s and Women’s Soccer Secretary-Rules Editor. Andres will officially replace long-time rules editor C. Cliff McCrath when his term expires in September of 2011.
Andres currently serves as the National Rules Interpreter for the National Intercollegiate Soccer Officials Association (NISOA) and as an ex-officio member of the NCAA Men’s and Women’s Soccer Rules Committee, both of which he has held since 1995. In addition, he has served as president of NISOA in 2003 and as the interim executive director in 2008-09.
The NY Metro ISOA chapter wishes Ken all the best in his new assignment with the NCAA.

The chapter will administer the NISOA physical fitness test at New York Institute of Technology in Old Westbury, NY on President’s Stadium soccer field (FieldTurf). Get the test events (Adobe Acrobat Reader required) and scoring criteria.
Members may receive their test results directly via email. After the test results are recorded, members may go to our web site to request their results and score. Fitness test scores are not shared with assignors nor made publicly available.

Business meetings start promptly at 7:30 PM and are held at the Knights of Columbus hall at 1000 Marcus Ave, New Hyde Park, New York.
There are four regularly scheduled business meetings this year (3 scheduled business meetings plus the annual awards dinner). Members must attend two of the four meetings to maintain their good standing status.
