MINUTES OF CHAPTER BUSINESS MEETING
SEPTEMBER 19, 2006
NEW HYDE PARK KNIGHTS OF COLUMBUS

Meeting called to order at 7:30 PM by President John Puglisi.

John informed members that minutes of the chapter business meetings are now available for viewing on the chapter’s NEW website. Minutes accepted by membership; second, Steve Lewin.

Administrative:

• John informed members of an inordinate number of matches postponed or cancelled by schools. He advised officials to confirm match with Athletic Director of the school before making the trip to verify that match is as scheduled and has not been changed.
• This is an election year. All positions except Secretary/Treasurer are up for election. Anyone interested in running for office should contact Lou Minutoli.

Refresher test:

Steve Lewin went over the refresher test. Last year, there was one question that everyone got right; this year there were NO questions that everyone got right! Members’ answer sheets were returned with scores showing the number of questions answered correctly out of 58 questions. There were THREE questions where the greatest number  of answers were wrong:

• Stopping the clock for substitutions during the last five minutes.
• Dealing with misconduct by a substitute and the method /location of the restart.
• Goalkeeper uniform apparel.

Steve stressed that it was a REFRESHER test….

John informed members of the Board’s concern with members taking the fitness test for granted. He reminded members that , within the past two years, NISOA mandated that the fitness test must be PASSED with an average score of 1 or greater over four events. In connection with this, the Board will revise the chapter constitution to reflect the current NISOA policy and the chapter’s alignment with that policy. Some other language in the chapter constitution is somewhat unclear, and the Board will endeavor to clean that up during the off-season.

Open discussion:

• Arnold Klein noted being removed from a match less than 24 hours before scheduled kickoff. (A replacement match was assigned).
• Arnold Klein pursued the Molloy issue of two years ago. The matter is finalized – maybe not to satisfaction, but finalized nevertheless.
• Sal Sparacino indicated that conference assignors should not be on the Board.  The Executive Board will take that under advisement, and recommend that a proposal be made at any business meeting, preferably in writing.
• Steve Lewin presented an unusual situation is a match he previously officiated, dealing with offside and the setting of the wall. This scenario elicited a lively, prolonged discussion among members as to resolution of the incident.
• Mike McDonald asked for assistance in covering an upcoming match.

Meeting adjourned 8:12 PM.
