			<content:encoded><![CDATA[<p>ECAC's policy for canceled games is to reassign the affected officials with another game. If, at the end of the season, there are ECAC assigned games which had been cancelled and not filled with other ECAC games, there could be a credit carry forward to the following season for the fees associated with those games. At the end of the season, each official who had a significant number of games canceled should request a credit through Steve Rossetti at ECAC. Steve's decision regarding any credit is final.</p>
<p>Since officials don't pay an assigning fee on games assigned after the August 15 deadline, we anticipate only officials who had several games canceled after they paid their assigning fee will receive a credit on their fee for the following year.</p>

			<content:encoded><![CDATA[<p>A new Memorandum of Understanding (MOU) between ECAC and the Eastern ISOA (comprised of chapters within ECAC's area of assigning responsibility) is in its final draft stage. As ECAC's assigning responsibilities in our chapter's geographical area have diminished significantly since the last Agreement in 2005, our chapter did not actively participate in the negotiations. The new agreement runs through the 2015 season. 			<content:encoded><![CDATA[<p>ECAC has extended their memorandum of understanding with the northeastern NISOA chapters for an additional year. ECAC game fees for the 2010 season will be as indicated in the <a href="http://nymisoa.com/library/ecacmou.html" >memorandum of understanding</a> for the calendar year 2009 (Division III referee fee will be $185 and Division III AR will be $130).</p>
<p>In 2009, <a href="http://nymisoa.com/blog/2009/02/19/ecac-fees-for-2009/" >ECAC kept the match fees at the 2008 rates</a>. While our chapter executive board did not endorse ECAC's decision last year, we believe this extension and the match fees are a good thing for our officials and the conference.</p>

Medgar Evers is splitting their matches between the Aviator Soccer Complex and Old Boys and Girls High School on Rutland and Troy in Brooklyn. St.Joseph's in Suffolk has scheduled a few of their matches in October at the Centereach Soccer Park on Horse Block Road.</p>
<p>The ECAC website is NOT very clear to everyone when it comes to WHERE the teams are playing.</p>
<p>Be sure to read your GAME NOTICE completely and look for alternate game sites or COMMENTS concerning the venue. Calling the school to confirm the site is also a GOOD IDEA!!</p>

			<content:encoded><![CDATA[<p>Last month, the ECAC contacted several NISOA organizations, including our chapter, requesting endorsement of an officials' fee freeze for 2009. Fees were scheduled to increase by $5 in 2009 according to our <a href="http://nymisoa.com/library/ecacmou.html" >Memorandum of Understanding</a> with ECAC. This initiative from ECAC was in response to requests from the conference commissioners served by ECAC based on the declining economy and budget cuts in all athletic and academic areas. The proposed fee freeze has apparently been extended to all sports assigned by ECAC.</p>
<p>Our Executive Board considered this request and told ECAC that it was unacceptable as presented. According to ECAC's response to us, "your NISOA/EISOA colleagues in the other regions of our membership are enthusiastically supporting this freeze initiative. From the early feedback we have received, it appears the other officiating organizations within our ECAC officiating bureau will also endorse the fee freeze." We have had subsequent discussions with ECAC and continue to maintain our position not to endorse the proposed fee freeze.</p>
<p>We expect imminent notification from ECAC to all soccer officials that fees for the 2009 season will remain at the stipulated 2008 fees. More details on this issue are available to registered members on the <a href="http://nymisoa.com/forums/" >chapter message board</a>.</p>
