			<content:encoded><![CDATA[<p>The 2010 NISOA Refresher Test is now available for download. This year, members will submit their answer sheet online. Answer sheets must be submitted before the annual rules interpretation meeting. All active members (including new members) are required to submit an answer sheet to maintain their good standing status. The procedure for taking the refresher test is:</p>
<ol>
<li><a href="http://nymisoa.com/pdf/2010_nisoa_refresher.pdf" >Download the test</a> from our website. We recommend printing the test and writing your answers on the test itself.</li>
<li><a href="http://nymisoa.com/refresher/" >Log on to the web site</a> and fill out your answer sheet. You do not have to fill out the entire answer sheet in one session. When you click on the 'save and submit' button, your answers will be saved. You may come back and finish at any time before the annual rules interpretation meeting.</li>
</ol>
<p>The 2010-2011 NCAA Soccer Rules Book has not been published as of this date.  You may use <a href="http://nymisoa.com/library/" >last year's rules book</a> and <a href="http://nisoa.com/2010/05/31/2010-2011-ncaa-mens-and-womens-soccer-rules-changes-overview/" >the summary of the 2010 rules changes</a> as references as you take the test. Please post any questions in the comments section.</p>

			<content:encoded><![CDATA[<p>The second and final NY Metro administered NISOA fitness test is <a href="http://nymisoa.com/blog/2010/02/14/2010-nisoa-fitness-tests/" >scheduled for July 10, 2010</a>. Based on historical attendance statistics, we expect many members will take the fitness test with other local NISOA chapters. If you choose to take the fitness test with another chapter, please be aware that it is <strong><em>your</em></strong> responsibility to make sure the test results are sent to the NYMISOA executive board. The Executive Board members have historically spent a lot of time and effort tracking down fitness test results from other chapters. The Board will not do that going forward.</p>
<p>If you are taking the test with another chapter, we strongly recommend you <a href="http://nymisoa.com/pdf/nrp_fitness_test_results.pdf" >bring this form</a> to their test site, have it filled out at the site and forward it to Steve Lewin as soon as possible.</p>

			<content:encoded><![CDATA[<p>The NISOA Executive Board modified <a href="http://nymisoa.com/blog/2007/10/06/dress-code-policy/" >the Dress Code policy</a> at their January 2010 meeting to allow officials to wear white striped socks with all current referee shirt colors. Consequently, our chapter's executive board has established a chapter policy that for <strong>all intercollegiate soccer games where all members of the officiating crew are NY Metro ISOA members, all officials shall be dressed alike and wear black socks with three white stripes</strong>.</p>
<p>Members must be prepared to have all required uniform items (including socks with colored stripes) when they are officiating with members of other NISOA chapters since this uniform policy is limited to just the New York Metro ISOA chapter.</p>

			<content:encoded><![CDATA[<p>ECAC has extended their memorandum of understanding with the northeastern NISOA chapters for an additional year. ECAC game fees for the 2010 season will be as indicated in the <a href="http://nymisoa.com/library/ecacmou.html" >memorandum of understanding</a> for the calendar year 2009 (Division III referee fee will be $185 and Division III AR will be $130).</p>
<p>In 2009, <a href="http://nymisoa.com/blog/2009/02/19/ecac-fees-for-2009/" >ECAC kept the match fees at the 2008 rates</a>. While our chapter executive board did not endorse ECAC's decision last year, we believe this extension and the match fees are a good thing for our officials and the conference.</p>

<blockquote><p>ONEONTA, N.Y. (February 10, 2010) – The National Soccer Hall of Fame and Museum announced its plan to change its current operating model to address its financial challenges while enhancing its ability to promote the history of soccer to the growing community of fans across the nation.<br/>
As part of the operating change, the Hall of Fame will close its Oneonta, N.Y., facility and relocate the collections and archives. Preliminary plans include distributing permanent displays for exhibition in several locations nationwide, while elements of the Hall's archives not on display will be preserved in storage facilities provided by one of the Hall’s longtime corporate sponsors, Eurosport, located in Hillsborough, N.C.</p></blockquote>
<p>The National Soccer Hall of Fame is unique among other similar institutions in that it hosted a section dedicated exclusively to referees, specifically NISOA intercollegiate soccer referees.</p>
